Question Will my ryzen 5 2600 bottleneck rx 5500 xt?

I really don't think so. It's hard to be 100% sure because I can't find a single reviewer that didn't use a completely different gaming suite for their tests between 2018 when the R5 2600 came out and 2019 when the RX 5500 XT came out. However, Far Cry 5 and Far Cry: New Dawn should be similar enough to make a good guess:

In Far Cry 5 at 1080p, the R5 2600 gets an average of 108FPS with a 1% minumum framerate of 91FPS:

In Far Cry: New Dawn, the RX 5500 XT gets an average framerate of 86FPS with a 1% minimum framerate of 70FPS:

I would say that, if anything, the RX 5500 XT will bottleneck the R5 2600, not the other way around.

then should i go with a gtx 1070?

If the price is similar, then I would say yes, get the GTX 1070. The RX 5500 XT is newer, more efficient and will have driver support for longer than the GTX 1070 but the GTX 1070 is 30% faster than the RX 5500 XT. That's a HUGE difference but it makes sense because the RX 5500 XT was designed to be a glorified video adapter while the GTX 1070 was meant to be a real gaming card. You'd have to get at least a Vega 56 to beat the GTX 1070 in performance.

I can't really say for sure because I don't know what games you playing, what country you're in, what power supply you have or what your budget is.

What I can say for sure is that if the RX 5500 XT and GTX 1070 are close in price, get the GTX 1070.
Vega is a bit more expensive than gtx 1070 so i guess 1070 my best bet?
Some games will do better just because of the vega, but others will play better off the 1070 because it was based around gaming.... The issue that we have with telling you to get either or is like said above we don't do t know half as much as we need.... Games like league of legends your better off with a 1070 some games like warzone 2, depending on game settings you use apex will do better with vega
