Will the Optiplex 9020 MT with I7 4770, 700w psu, 16GB ram and SSD support the Nvidia series RTX 30 series GPUs? If so how much would the GPU's performance be limited by this Optiplex's configuration?

Solution
Considering the:
MSI Gaming GeForce RTX 3060 Ti 8GB GDRR6 256-Bit HDMI/DP TORX Fan 3.0 Ampere Architecture OC Graphics Card when it becomes available.

I'm wondering if since the 9020 PCI slot is not 4.0 how much the GPU performance would/might be degraded.
Not much, you wont fell a difference.

Bus TypePCIe gen2, gen3 (x16), USB 2.0, and USB 3.0

x16 means its the PCIe slot AKA. where you put your graphics card.So there isnt much difference in performance.

Edit:Thats only the top PCIe slot

Currently installed psu is:

EVGA - BR Series 700W ATX12V /EPS12V 80 Plus Power Supply

Currently installed GPU is MSI 1660 Super

GPU and CPU is slightly overclocked with MSI Afterburner.

GPU temp runs 70 to 72C running Microsoft Flight Simulator 2020 at 30 to 40 fps with graphics between very high and untra settings.
