will PSU be able to protect my components from power outage?

hi guys
i am building a new gaming computer from scratch
so i am quite tight on budget

power outage are pretty common (at least twice in a week) in my area
so i was wondering
1) can the PSU protect from the power outage?(without UPS or Surge protector)

2) or will a standard surge protector be enough?

3) do i really need a UPS?

my choice of PSU :
Corsair - CS650M CSM Series, 650W, 100~240VAC AC Input, 12CM Fan
Semi Modular, 80+ Gold

my plans for the build currently

Gigabyte - GA-H97-HD3
Intel - Core i5 4690
Asus - GeForce GTX 960 - TURBO-GTX960-OC-2GD5
Corsair - CML8GX3M2A1600C9W
and 2 harddrive of 2 TB and 1 TB

seems like i need to cut something out of the list above haha

1) No, the PC will just instantly shut off, because of that, windows can't shut down normally and some data could be lost, if the power outage will happen while writing on the hard drive.

2) no, a surge protector will just protect your PC from overvoltage, doesn't prevent the PC to lose power.

3) yes, a UPS is recommended. Which system components do you have or are you going to get exactly?
A power outage (as opposed to a surge) is very unlikely to actually damage components IMO.

What is a distinct (& common) possibility is corruption to the hard drive on abrupt power loss , especially if the os is writing to the partition table at the time.
2 power losses a week is a lot , a ups would honestly be your best option.

well that 1 TB is an old HDD i wont be using it as a main, afraid that it might fail anytime soon

The loss of power will not harm the components of your computer,but the power coming back on can.
So if you decide to not have a UPS then you need to unplug your computer from the wall as soon as the power goes off and then replug it back in a couple of minutes after the power has been restored.
