Memory is constantly above 30% usage.
Would upgrading to 32gigs of 3000 or higher benfit my build ? (3070 vision × 7 2700x)

I believe ram failure is causing my pc to crash, however I haven't found specific evidence of this occurrence besides tracking the usage rates and replacing other parts.

Run memtest off a live cd/usb for at least one pass. Zero errors means you memory and motherboard are still good, so probably a software issue. If you have even one error, potentially bad memory or even motherboard.

For most folks 16GB is ample.
How high up do you see the usage go?
