Will refresh help me get performance?

Hello,

I had my PC for a few months now and the performance isn't what it's supposed to be, I have GTX 770 SLI and the performance is very low and comes with a lot of stuttering. I want to know if refreshing my PC will do anything, I've tried reinstalling drivers and using GPU's seperately and none of those help. So if anyone can tell me, that'd be great! Thanks.

Processor: AMD FX-9370 4.7GHz

I don't know what they're called but if you search up the motherboard on google images, the picture with the green lines pointing the PCIE slots (Dual x16 SLI/CrossfireX Support) is where both my GPU's are mounted on.

Drivers: 332.21 Driver

They're mounted on the first and third but idk what you mean from top.

Yeah they should be but they aren't... that's why I was thinking about refreshing my OS

Try with only one graphics card it's possible that one slot performs not good

Alright, if that isn't the case then what else do I do? I tried each GPU on the first PCIE but not the second.

I have Windows 8.1 Pro :/ not sure how to get Win 7.
