Hi, I've been wondering if an amd rx 570 work with pcie 1.0 16x

I want to know if there will be any major performance decrease from pcie 3.0 to 1.0

Also I have an intel i7 6700 just for your info.

In simple words
Yes
In details
PCI-e 3.0 into a PCI-e 1.0a slot again technically should be fine, but I generally would not expect it to work as PCI-e 1.0a boards are damned old and probably not going to handle it as well

I don't think a pci-e 1.0 slot even exists in an i7 6700 motherboard.
Yeah I'm not sure if 750-114 750-167C 750-1xx H110 Motherboard 799929-001 IPM17-DD motherboard is pcie 3.0 or 1.0 because there is the pegatron mini atx version and the full sized atx version which is green but the HP manual only has the pegatron version
