I'm planning to get a Dell Optiplex 790 MT and i'm wondering if an RX570 will fit.I will upgrade the psu as well.
The exact model of the card is the ASUS EX-570-4G

Solution
Dell did not provide "bad" PSUs with their Optiplex 790 MTs. Generally, they are even under-rated. But yes, the OP will need a PSU ugrade to use a RX 570.

I am on an Optiplex MT now. A bit newer than yours, but basically the same. I replaced the PSU with a used Antec 500W Earthwatts PSU and added a GTX 1070 mini. Also used. I had to go with a mini to keep from covering up the SATA ports. Unfortunately, I don't think there are any mini RX 570s.
Yes it should fit but the PSU probably will be a problem. Usually those dells have low watt PSU (under 300 watts) and they are usually of bad quality.

I'm sure you can replace the PSU but not sure if it is a standard ATX or SFX sized power supply. I would recommend 400 watts at least.

I'm not sure how much you are about to spend on the Dell but unless its a really good deal those older business class prebuilts are usually more trouble then they are worth.
