Unfortunately, I cannot give you a definitive answer. A power supply's advertised wattage does not always hold true. Thermaltake's Litepower power supplies are terrible units built with cheap and poor capacitors. So while it says that it supplies 450W or 27A on the +12V rail, it may NOT perform up to specification and they are usually under-performing.
So if you want a clear answer, I would say NO. There is a chance that the PSU can run the graphics card and the rest of your system, but there is also a chance that it won't. And I will say no because it's better to be safe than sorry.
