Yes, the CPU will be the limiting factor in some CPU intensive games, like Battlefield 1 with 64-players and The Witcher 3 in Novigrad city, especially at lower resolutions. Other times however, such as the majority of the gameplay in The Witcher 3, will still be GPU limited. Also, please note that some games will not even start up on a 2-threaded CPU. (Far Cry 4, Far Cry Primal and Titanfall 2 are all examples)

Being able to run it, and average fps mean nothing in this case. Gameplay is choppy with frame times dropping to 100-300ms all the time (see 3rd-5th slide in that link).
 


Agreed, but he could do something like disabling the shadows, that would remove the choppiness.

bottleneck? yes. but can it play GTA V, the witcher 3, far cry 4 etc? yes, BUT you must find some trick to play them without stuttering a lot, especially GTA V. here's some solutions for playing GTA V and The Witcher 3 without stuttering, and get through far cry 4 blackscreen:
