I don't plan on putting a cooler and I was wondering if it would be better to just settle for the 2133mhz ram 2x16gb or the 2400mhz 2x16gb.

If you want to spend $300 on an experiment that we already know the answer to, sure, go ahead.
It would be better to just burn $300, beats the work you have to put in ordering the CPU.
The RAM isn't a problem, as long as you are using a Z board and a K cpu, RAM speed will be supported.
