Question Will the MSI B450M PRO-VDH PLUS support high overclocking?

Pretty much the title. I currently have a GIGABYTE A320M-HD2, and was wondering if the aforementioned Motherboard could overclock a AMD Ryzen 5 1600 to 3.8.
(And I also guess I should ask if it's a suitable/suggested motherboard too.)

Motherboards with AMD A320 Chipset can only overclock memory not the CPU. Any other AM4 motherboard is suitable for overclocking the CPU.

There are plenty of guides. Googling "ryzen 5 1600 overclock 3.9' returns many results on how to do it.

I have tried looking on how to pass the limit, but most results come up with no information on how to do it, and people saying that trying it is too risky due to overheating. I've asked other people on the forums and they've said that to overclock I will need a new Motherboard.
