Will the Noctua NH-D15 fit in the silent base 800?

Max cooler height is 167mm and the cooler is 165 mm high, i am not sure if it will fit or if the air flow will be affected

That is very tight. It should fit, but it will not be quite as efficient. Have you considered the almost as good NH-D15s?
It comes with 1 fan instead of two, but if you have room in your case you can add the 2nd fan.
