Will the PCIe x1 slots still be usable if a card is in a PCIe 2.0 x4 slot?

I am thinking about buying this motherboard...

It describes the 3rd PCIe x16 slot as...1 x PCIe 2.0 x16 (max at x4 mode, black)

If I use an x4 SATA card in that slot, can I still use the two x1 slots or does using that x4 slot render those x1 slots inactive?
