will this be enought to run Ac4 maxed out 1080 at 30 fps

It would get pretty close... But AC4 has a lot of advanced graphical features like HBAO+ and PCSS shadows, MSAA, PhysX...etc. Plus it is better optimized for Nvidia cards. So if this game is your main concern. You may want to consider the 750 Ti 2GB.. But either way you will end up having to turn some things down a little. My GTX 780 has no problem with it. But a friend of mine with a HD 7950.. Basically a (R9 280) has to turn MSAA down to 2x and PhysX off.

Yeah.. I would think so.. Drivers have improved performance quite a bit as of late as well.. Good luck.
