Obviously the Ryzen1600X is going to be faster than the I3-8100 but you won't be able to overclock it with that motherboard and it will be held back by those RAM as Ryzen depends a lot on fast RAM speed.
Also consider that a 128GB SSD is not enough as Windows will take about or close to half of that and 10-15% would be wasted due to overprovisioning so that leaves very little to play with after.

Here is another one modified with a I5-8400 instead.

You don't really need a fan controller and all those fans. You also don't need a CPU cooler.

I guess I forgot to mention I already have a corsair cx450 (2017)
And I heard that you oc a gt 1030 to get +255 core and +700 on mem, would that be better.
 


All modern GPUs are binned and using intelligent turbo boost. Overclocking a GPU will gain no performance boost as the GPU will already overclock itself. Not sure if the GT 1030 does this as well but taking my own GPU as an example, it has 3 OC modes (Normal, Gaming and OC mode) I'm using the gaming mode which should run at 1671MHz Base Clock and 1873MHz Turbo Clock, yet it is always running between 2000-2100MHz depending on the core temperature and that is just out of the box at stock settings without any manual overclock.

Get a 1050ti it's better and with AMD you want faster memory, try to get 3000 or 3200
