My older desktop is an intel celeron 1.8 ghz,1gb ram ddr2, 256mb of onboard intel vga will my older desktop be able to play gta iv?

No, it'll struggle to run itself.

i would expect that system to struggle running -only- win7/8, so even though system requirements havent been released for the game yet..its safe to say that theres essentially no hope for that rig to run that game at all.

like i wouldnt even expect the game to load up honestly

The chipset is intel(R)g33, It plays gta sanandreas smoothly though!
