It'll be close. Some games may see a little bottleneck. But it won't be a deal breaker IMO.

I was wondering if a i3 3220 would do better or worse with bottleneck compared go the 4130? And if you don't mind how do you figure out if there will be a bottleneck or not?
For me, there's no formula for estimating bottleneck. Just years of experience and lots of card and processor combinations. There are several variables that go into determining that. The resolution of your display is one.
I doubt if you'd actually see any performance difference using a discrete card between the Ivy Bridge and the Haswell. If anything, the Haswell would have the edge... on paper.
