i was wondering if a MSI Radeon HD 5450 1GB can fit in a
Cooler Master TC102 ATX Mid Tower Case

Yes, it should definitely fit. The Cooler Master TC 102 fits graphics cards up to 347mm. The MSi Radeon R5450 is only 167.5mm. So you should have no clearance issues. Enjoy!
