Will this PC run BO3 at 60 fps ?

  Corsair Dominator Platinium 16 GB 2666 MHz DDR3

I am aiming at playing COD zombies and other games such as ARK survival evolved at the best settings.
So is this enough to run them at 60 fps ?

Yep that will be more than enough, you'll probably be closer to 120fps
