Will This Play GTA 5?

Here are the specs:
CPU: AMD 7400k
GPU: MSI R7 250 OC
RAM: 8 GB
I looked on game debate and it says the CPU comes up short. I want to know if this is accurate or not.

I'd say the CPU and GPU come up a bit short to be honest. The best you could hope for would be a laggy 30fps on low settings but maybe not even that.
