It's a work PC but I was considering playing some games.

I'm not worried about the graphics in the slightest I just want a high frame rate. Will I achieve this?

No.. on normal-low 720p you will have avg 30fps w/o big variances.. but it will be smooth..

Nope I suggest an Nvidia 1050 for 1080p. They come out on the 25th for $109 and your PSU should handle one. To make up for a quad core you really need better than the 9800GT. Possibly atleast an Nvidia 650.
