i dont know the exact type yet, but the case, the storage, and the power uspply im going to keep
Well, Dell Optiplex are often proprietary in terms of case, power supply, motherboard.

So, a standard ATX motherboard may not interface with the Dell PSU and case.
And even if it did, the PSU may be underpowered for your future components.

You've already got most of the components for a whole new system. New case and PSU is not that much more. And WILL be compatible.
Storage devices, sure...no problem.

That $15 Win 7 Professional from fleabay? The less said about that, the better.
But Win 7 is unlikely to work with those new parts, without a LOT of work.
Just install Win 10 and leave it Unactivated. Until such time as you want to...
