Will touchscreen on windows 7 work?

Yes Windows 7 works with touchscreens, the issue may be that Windows 7 may not work right with the hardware in that tablet, you would have to check with the vendor support. It would need drivers to run the video, sound, network, ports, etc...

If you want a tab with windows 7 then I'd play it safe and get one that comes preloaded. I doubt you'd be able to boot to the BIOS like in a normal PC to install Windows 7 on a tab, and then again there is the problem of drivers, without which the tab may very well not work at all.
