Question Will upgrading my CPU cooler reduce fan noise?

I recently built a pc with a Ryzen 5600x and have been using the Wraith Stealth cooler included with it. It's been working fine and hasn't overheated, but is much louder than my other fans (I've seen almost 3000 rpm under heavy load) and the CPU reaches 40-50 degrees just from opening browser/steam. While I don't think it's needed for cooling as the cpu has never hit 70 degrees, would you reccomend upgrading the cooler just to reduce the noise? I've found some that are well within my budget and have double the tdp of the Wraith Stealth so surely they will run slower and therefore quieter?

Yes. Better fans are a lot more silent, and a bigger sink would also help.
