Will upgrading my hard drive make my computer go faster

On the whole windows rating system, everything is rated a 7 except my optical drive which is rated a 3. why is this, and will upgrading my hard drive to say either a solid state or a better optical drive speed up my computer.

Updating the optical drive will do nothing.

Upgrading to an SSD will speed up your computer tremendously.
