For the sake of thoroughness, here are a couple of other ways to invoke Command Prompt as admin:
WinKey+X,A [provided you've got command prompt, not PowerShell, in your WinKey+X menu]
Hit WinKey and immediately type cmd. When command prompt comes up as the first search result, right click on it and choose, Run as administrator.
You'll get the UAC prompt as to whether you want to allow changes any time you invoke either Command Prompt or PowerShell with admin privileges.
