Question win 10 pro

my win 10 pro and every game/app is running very slow, it is stuttering like slideshow, i have pretty good components
ssd for win 10
few HDDs
16gb 2400mhz ram
ryzen 7 2700 4ghz 1.350v
rx 580 8gb 1450mhz
i tried pc building simulator, when i am not doing anything with mouse, it does about 115fps, but when i move, from 115 to 40 to 0FPS stutter, and in android emulator bluestacks, it cant even run Google Play music app, help me please, i tried few things that i know can impact performance but nothing helps, so please help

cpu/gpu runs at good temps, hdd/ssd usage low when has to be low, no malware, and the psu is fsp hyper 600 80plus 600w
