2tb Samsung HDD (one with the issue) Also a good chance for me to upgrade to an SSD potentially with this problem

Issue: Last night my power went out as I was using my PC. When the power finally came back on I knew from previous experience (with win 8) I better check just to make sure all was good with start-up.

I go through the process and then Automatic Repair starts from there I get stuck on choose your keyboard layout - I am unable to use any eternal devices keyboard mouse during this part essentially it freezes.

Steps I did but still no solution

Ran recovery disk

System restore - "System Restore did not complete successfully, Your computer's files and settings were not changed. Details; System Restore could not access a file. This is probably because an anti-virus program is running on the computer . Temporally disable your antivirus program and retry System Restore. An unspecified error occurred during System Restore, (0x80070005)"

Refresh - The drive where Windows is installed is locked. Unlock the drive and try again

Reset - unable to (I think it said something like refresh did)

Went to bios to make sure everything was booting correctly even reset them.

I read a million websites that basically give the same info of recovery steps none of which have worked for me.

/FixMbr

/FixBoot

/RebuildBcd

CMD: chkdsk c: /f /r/ /x (finalizing this now so we will see if anything works)

I tried to reinstall windows 8 by keeping the files (upgrade) and it says something like restart with media - so I am unable to do this.

I believe I get some error for Reset I can be more specific in a follow up - Haven't tried custom install yet.

In the recovery options I do not get the option for windows startup settings ("mythical" safe mode etc)

Fortunately I have two hard drives and installed win 8 on my second hard drive. When I start up from the new win 8 I can see the HDD of my original disk. So I am wondering if there are some steps I can take from this point to address the issues on my previous HDD.

I really do not want to reformat but given these issues a clean install seems best

Forgive any spelling errors, operating on 4 hours of sleep and now at work (finding a solution consumed my night and morning)

Solution
That's the main reason I downgraded back to Win 7 because I was sick of repairing win 8 or trying to anyway. In the end, I had to format and reinstall. After few times of doing that, I just downgraded and since then I've never had a problem with win.
I am afraid you might have to do the same. Format and install.

I ran into a similar situation with my "dual-boot" system ...Win7 & Win8.1. The only way I was able to fix Win8 was to unplug the HD that had Win7 then run the repair on Win8.

I did unplug everything that wasn't needed...it is currently running chkdsk c: /f /r /x I will be able to report back after work tonight or early tomorrow and let folks that have similar issues know what I ended up doing.
