Window Net Access uses 100%

The problem is my Disk performance. Something named "Window Net Access" has been causing this. Now I was wondering if there was a way to fix this, and also if window net access is important. Please help soon.

Just uninstall it. When ever you go into the task manager and go to details and try to shut it down, it will say the computer might fail. It won't, just go ahead and uninstall it.
