After installing Windows 10 Version 1903 on my Intel computer ...the sounds are all muffled when playing games and watching videos(using H270 ALC 892 Audio driver)
Before (Windows 10 Version 1809) (using H270 ALC 892 Audio driver).. the sounds are all normal when playing games.

The only sound that sounding normally is "Windows sounds" thats about it.

How do i fix this Windows 10 Version 1903 Audio issue?

The issue also on my Ryzen 7 3700X computer which have to use Windows 10 Version 1903 (uses X570 Phantom Gaming 4 ALC 1220 driver)

Have you checked for updated drivers? That's always the first thing to do.
The muffled" sound issues are 100% from Version 1903...

Version 1809 is normal
The latest i can find is from the motherboard makers.
ALC 1220 only from Motherboard maker (Asrock X570 Phantom Gaming 4)

Its like WIndows 10 Version 1903 changed something in the audio system

I was not contesting your assertion. It is, however, irrelevant to what I was trying to get at.

Windows 10, in general, has been a lot more fussy about device drivers. As Windows 10 versions have marched on there are certain presumptions about what device drivers will likely be available and used. There are times, and this might be one, it might not, where a version change in Windows 10 is such that a previously working device driver no longer is.

Not that it fixes your situation, but I have had an analogous issue with my Intel WiFi/Bluetooth because Intel keeps churning out updates to their drivers and not supplying same to either Microsoft or the computer OEMs in a timely manner.

It's just something worth checking, and if a computer OEM doesn't have a more recent driver, or a system is custom-built, it's always worth checking what the component manufacturer shows on their support pages as far as latest drivers go.

If you've already tried this, then my standard advice is first:

and, if that doesn't work:

Doing a Windows 10 Repair Install or Feature Update Using the Windows 10 ISO file

Well the blame has be something which is why i said it Windows 10 Version 1903 (64 bit). Not everyone would have this issue. I mean Windows 10 Version 1809 (64 bit) sounds are normal. They definitely changed something in sound system in Version 1903 along the Sound Controls. I do not know if i can disable "that new feature for sounds" in Version 1903 that would mostly likely the reason.

I did majority of these basic troubleshooting before i posted here.

Only sounds are normal are the Windows sounds that about it..

Basically similar issue like this, but left unanswered.

I am aware of the issue. It has been talked about on Bleeping Computer as well as several blindness-related technology groups I've been on.

There have been various solutions, but most center on drivers. In the very earliest days of 1903 there was also an issue with static, too.

Some rolled back to 1809 and are just waiting for a later version of 1903 while others waited for a couple of months, updated again, and didn't have issues.

You can only do what I have, and keep searching on other well-known support sites to see if someone happens to have had the precise combination of factors at play for you. These sorts of issues are virtually always idiosyncratic to a specific machine with a specific configuration. If it were a common issue it would have been written about much more frequently in support forums and by the tech press in general.
