Windows 10 AMD drivers causing windows to not boot to sign in screen?

I've been having having this problem for about 4 days. Windows will boot like usual, spinning circle, then will stay on a black screen. I can't get to sign in screen. I can get into safemode and bios.

After messing around in safemode for a couple days, I solved my problem by disabling my HD 7770 in device manager. I can run windows and do anything I want by using my Intel HD 4600. However, I want to use my dedicated gpu.

Every time I enable the HD 7770, my computer crashes and I'm back to square one, so I can conclude that it is a AMD driver problem. Then I found this:

A driver update for the HD 7700 series.
Could this be the culprit?

I would use the IGPU to uninstall the AMD drivers and download the driver version you were using when it was working fine then boot up with the HD 7700 and install the old drivers

k I'll try this. Do I uninstall through device manager? Also, will the HD 7770 be enabled if I try to install new drivers?
