Question windows 10 and bios freeze on start up. help

Hey guys, im trying to launch windows 10 setup via usb windows media tool. I just built a new computer.
2080ti
9900k
32gb 3200
MIS MPG 390 gaming pro carbon MB

I can fully access the bios, but as far as booting up windows, its impossible. It brings me to the windows logo, and the spinning dots, but after about 2 seconds the spinning dots freeze in place. Happens everytime, ive tried atleast 4 different USB/hard drives, and 20 different ways of configuring the drives with either the windows media tool and rufus. Nothing is working. I decided to go and make a bootable driver update, and instead of the windows logo popping up, the MSI logo popped up and then the dots started spinning and just stopped, same as the windows boot. If i leave it running, it just shuts back down on its own. Any help would be awesome.

The first thing I would do is recheck all your connections are good, including resetting your memory and CPU. I didn't read your bios freezing; if that's the case it's likely a hardware problem. What PSU do you have?
