Question Windows 10 boot failure or something else?

Good evening everyone. I was reaching out hoping I could get some help with a problem that I’m kind of confused about. I’m currently having trouble booting my computer and I can’t seem to tell if it’s a Windows failure or an intermittent hardware failure. At start (hard start from button on case) the computer will sometimes need 3 to 5 hard restarts to get activity on on the keyboard/mouse and to produce picture. Sometimes upon starting the pc the fans will spin up fast slow down and then spin up again as if it failed to boot. I recently had a video card failure and was sent a replacement from MSI. I’m at a lost on how to troubleshoot this without additional hardware. Please help!!! Thank you!

Do you know what the parts are inside the PC?
make/model of PSU
Sounds to me like power supply maybe since that would be my 1st guess if it won't power on.

was the gpu a 2070?

Thanks for the reply, system specs are as follows.

Ryzen 5 3600
16 GBs of ram at 3200 (did not use XMP but this problem is recent and this build was done back in April)
Msi Ventus 2070 super
A data 1TB nvme
Msi x570 mpg gaming edge WiFi (apparently this actually isn’t a very good board)
And a Corsair cx750m psu

I also am unsure if I was clear with my original post. I CAN boot eventually, just not consistently. I was just gaming in the pc.

I suspect its not supplying enough power for PC to even start up, as USB and Screen are often the 1st devices not powered if its struggling to power everything.

Others who post below me may have other ideas

Hey guys, I’m still having this issue with no luck on diagnosis. I no longer have any spare parts to swap on this. I have attached a video of my issue. It took 4 boots (the pc restarts itself. I could not get sound in video so my finger on screen indicates restarts). After the 4th boot I got on screen video showing me the bios info then windows booted shortly after. I’m not sure if this issue is related but I’ve had a hard time getting this thing to do windows updates. Please help! Thanks!

For the record, It was the graphics card. Never seen that be a video card problem, makes you wish video out was standard on all motherboards.
