(Windows 10) BSOD endless loop keep getting same 2 error codes

I am getting system_service_exception and system_thread_exception_not_handled I can't access safe mode, I've tried going into command prompt and enable safe mode but the command didn't work :/
I have some photos from a recent trip on my computer that i really don't want to lose, I assume just reinstalling Windows entirely would fix this problem right? Or is it harder than that. I just don't wanna lose the photos that the only copies right now are on my computer :/

If the PC no longer loads into Windows and Safe Mode won't load either the last option would be to reinstall Windows 10. Regarding your files and pictures, if you have a spare PC that's working or a laptop I would suggest taking out the HDD off your non working PC and back it up using your other PC.
