Windows 10 clean Install loop, no mentioned fixes work

Hello,
I've been reading every thread possible on this topic and have tried every single solution i could find. I recently experienced a power surge, my motherboard has measures to protect but I guess it still hit my HDD so I decided to do a clean install on an ssd, I've deleted everything off of it and installed w10, it gets all the way through to the first reset and then just loops back to the install. I've tried about 20 different variations of removing the usb and changing boot orders but nothing is working and it is driving me crazy. Please help.

from another working pc use the windows media creation tool make sure you have the newest iso. if you still get the boot loop. plug the ssd into another pc. if it an intel or samsug ssd use there ssd software tool to do a secure erase. then check that the ssd firmware up to date.
