Windows 10 crashed during install and now stuck in loop

I'm asking this for a friend so i can't provide much details however.

His installation of windows 10 crashed mid way through and every time the computer reboots it gives an error along these lines "Computer couldn't complete the installation please restart".

This gives an endless cycle of rebooting

He installed a new motherboard, RAM and CPU. When he launched his PC it asked him to reinstall windows so he clicked yes

So, it was a previous install that he attempted to "recycle" with new hardware. He is going to need to re-install Windows at this point. That would be my recommendation for a (hopefully) stable path forward.
