Windows 10 hangs at the Restarting Screen.

When I go to restart my computer, the windows restarting screen and animation hangs forever. The animation logo just keeps spinning and spinning and it doesn't restart. I'm forced to press the restart button on my computer to force the restart. This problem only started happening in the last 2 weeks or so. Don't know what is causing it.

Can anyone help?

ok, so if you are able to get to the desktop hiy win key+r to bring up the run window, type msconfig and click ok. once in msconfig select diagnostic startup from the menu and click apply and then ok. restart the computer when it asks you. diagnostic mode will just load basic services and items...
Wasn't an updating issue. My computer is recently built. Waited 15 minutes. Its definitely not a Windows Update thing. I'm guessing a program is causing it to hang and not restart. How to identify this program, no idea.

Anyone out there have some ideas for me.
 


if it is a program that is starting up with your computer you can check by going into task manager and going to the "startup" tab

 
Lets see if we can get past that screen then

On another PC, download the Windows 10 media creation tool and use it to make a win 10 installer on USB
change boot order so USB first, hdd second

try safe mode:
boot from installer, on 2nd screen after languages, choose repair this pc, not install
choose troubleshoot
choose advanced
choose start up options
click the restart button (on screen)
choose a safe mode (it doesn't matter which) by using number associated with it.
PC will restart and load safe mode

if you get to safe mode, right click start button
choose run...
type msconfig and press enter
try a clean boot: https://support.microsoft.com/en-au/kb/929135

if it won't clean boot, put USb back in and relaunch from installer
try start up repair:
boot from installer
on screen after languages, choose repair this pc, not install.
choose troubleshoot
choose advanced
choose start up repair - this will scan PC and maybe fix this - will ask for logon info
 


Been doing that. Fearing it's messing up my computer hard resetting it every time.

Then OF COURSE I can go into Task Manager when ITS NOT restarting. But what good will looking at my Task Manager when its NOT hanging and the computer is running FINE then??????????????????

if it still doesn't restart then just doi a hard reset. it will still load the diagnostic mode so after it is fully booted up try to see if it will restart normally now
