windows 10 inacurate ram

Hello. Recently have I reinstalled my windows 10. After that I noticed that some games like cs:go went like from 250 fps to 100 fps or less and have some lag spikes. Before that it worked like ice cold. What grabbed my attention is that I also noticed that in task manager, in users tab, this user that I am working on is using ~800 mb of ram when just 3 tabs of google chrome are open and it also says that those ~800 mb are 41%. So in total I should have 4 gb or ram. Even though I have 8 gb. Even when going to pc properties it says that I have 8 gb.

Are you sure about your math?
If 800MB is 41%, then 100% is 2GB, btw.
