The way I do this and have always done this... is I create a full image of my windows boot drive and save it to a secondary drive. Then I insert my new drive (or ssd) and restore the image to the new ssd. Most imaging software will compensate automatically the difference in drive sizes. It is actually quite easy. In my case I use Acronis and have a bootable USB stick.

The simplest solution is to use a drive imaging tool like Ghost. However if your SSD is smaller than the drive that hosts your Operating System this will not work.

Samsung Drives are supplied with a program that allows you to transfer the contents of a HDD to the SSD even if the SSD is smaller, but only if the HDD's storage use is less than the capacity of the target drive and that assumes that you are using a Samsung SSD. If you are using something else and the tools that are available to you don't include Ghost or Samsung's transfer utilities, then you will likely need to perform a re-install of the operating system.
