Windows 10 installation kept getting stuck and now i have an error

I built a new pc,every part except the hdd and put it all together and tried installing.windows but it kept copying files instantly and then when it got to getting files ready to install it just got stuck i tried installing win 7 and on my mouse and keyboard didint work so i tried wiping the hdd with dban
Then i tried again and again aand agaain but it kept getting stuck UNTIL
It stopped even getting to the instaation part and just gave me.this error:
Your pc/device needs to be repaired
Files: windows/system32/winload.exe
Error code: 0xc000000f
From this point on i have no idea what to do

8gb ddr4

Solution
You need to wipe your HDD and start over again. But pay attention to the following points:

1. RAM of your new PC may be unreliable, hence there are Windows errors at the installation and immediately after it. Use Memtest86+ to sort out RAM problems.

2. Your installation media may contain a bad bit, try installing Windows from another DVD disc or USB thumbdrive.

3. Make sure you are booting from Windows installation media in the same mode as from internal HDD (both are either UEFI or non-UEFI, don't mix them).

4. If vendor of your motherboard provides a tool to integrate USB 3.0 drivers to Windows 7 installation media, or you know how to use Microsoft AIK/DISM for this purpose, then you can integrate USB 3.0 drivers to Windows 7...
Your keyboard and mouse aren't working, because your Windows version most likely doesn't come with the drivers needed for them to work. Turn your PC completely off and turn the PSU back on again. Insert the Windows recovery media (You may have to switch the boot order for USB to start first.) You should see Install on the center of your screen. On the lower left side, you will see Repair your computer. Choose the Repair option.

You will have several options including:
Refresh Your Computer
Restore Your Computer
Advanced Options

Choose Advanced Options.

Launch the command prompt, and launch these commands one at a time, by hitting Enter after each one.
bootrec /scanos
bootrec /rebuildbcd
bootrec /fixmbr
bootrec /fixboot


Reboot your computer after the final command finishes.

5. Also you can install Windows 7 to this computer by totally avoiding USB ports: use PS/2 keyboard and mouse, use DVD (not USB thumbdrive) as installation media.
