Windows 10 Lag

Hi, I'm having tiny but consistent lag spikes in video playback, games, even popups and typing there are tiny lag spikes. I'm not so saavy in computer stuff anymore, can anyone in the know make a suggestion on how to correct the issue? Would be thankful for any help

Computer is an Alienware 17 R3
Processor Intel(R) Core(TM) i7-6700HQ CPU @ 2.60GHz, 2601 Mhz, 4 Core
GeForce GTX 970M
8 gigs of ram

never heard that windows 10 itself could lag.

maybe turn off some programs in the background and startup via the Task Manager

tried to turn off background and startup applications in Task Manager?
