Windows 10 Lagging

I recently factory reset my computer and everything and now my computer is just randomly freezing every few minutes. I have GeForce GTX 750Ti, 4770k, 12GB of RAM. I've stress tested my computer and everything comes up fine, I've tried relocating the RAM, and multiple fresh installs. No idea where to go from here. I've watched the task manager and my CPU will randomly spike but I can't figure out what's doing it.

Looks like all the drivers that rolled back to their previous version are causing the issue. Can you please check and confirm if the drivers (especially the graphics driver) is updated to its latest version, and the BIOS is up-to-date as well?
