Windows 10 machine stuck after being finished at blue screen.

My computer had been acting funny so I had decided to do a reset on the hardrive after about four hours it had been completed. It restarted after completion and brought me to a screen that said.

"Your pc has been reset, but we couldn't remove all your personnel files if you plan to give away your pc try resetting again"

This screen shows up even after turning machine off and on again. It has been at this screen for one hour now.

I intend on keeping this machine.

if it windows 10 you dont need the key anymore as long as the hardware is the same. all you do is make a windows 10 bootable usb from another pc. when it asks for key click skip. when windows 10 gets online it pull your key back in.
Do you have windows on a Disc? USB?

Power down, insert boot media (usb, dvd drive) and the drive which you're going to install to. Disconnect any other drives.

In bios boot options, select to boot from the DVD drive, or USB.

Install windows. Delete any old partitions on the drive when prompted to.

It was a prebuilt machine and I cannot even get to a screen that enables me to reinstall. I don't have any form of windows or another machine usable for this.
