If you are running the latest version of windows (1803), then you need to have the 'Allow apps to access your microphone' setting set to 'on' in settings>privacy>microphone.
You can turn off all the individual apps but the main setting must be left on.

It was on. There is no sound bar raising in sound settings when i speak into microphone. However when I speak into airbud there is some sound and it can be recorded.
