Windows 10 - My cursor gets stuck on the top of my scree when going between monitors.

When I drag my cursor across the top of my screen, to drag a window or program, it gets caught. Almost like it thinks they aren't lined up or are different sizes. It worked fine with Windows 7 before I upgraded. If it matters I did a clean instill on my ssd to make it a boot drive but I am just using all my other files from my old hard drives.
 
Solution
This appears to be a 'feature' designed to make it easier to not miss the 'X' when trying to close windows. It was bugging me too so I did some research and found this:

A small program that disables the feature. Why this feature can't just be disabled within Windows? Not sure... But this little program worked for me.


I guess I could have phrased it better but its not just when dragging tabs. It also happens when I just move my mouse across the top of the page. I have had similar problems in the past because one of my monitors is smaller than the other two identical ones. It was fixed my re-arranging the height of the monitor in in the display settings. But no such luck with windows 10.
 


Also normal, annoying AF I know....
