Windows 10 new files take forever to start installing

Hey, i recently got a fresh install of win 10 from the win 10 site but whenever i want to start installing something, it takes so long to load, any way to fix this? It happens with every file that i haven't started installing previously on my pc. If i've installed it once, it works fast.

My specs:
cpu: ryzen 7 1700
gpu: asus gtx geforce 1070 amp extreme
mobo: asus prime b350 plus
ssd: samsung 960 evo 500gb (main drive)
hdd: seagate barracuda 2tb 7200rpm

Unplug the seagate if you're installing on the ssd. Then try again. Connect it after windows has been installed
