Windows 10 not installing

Backstory:

I originally built my PC back in 2016. I'll list the components below at the end to avoid confusion. From 2016 to March 2018, my PC would randomly restart giving no errors. It bothered me a little, but not enough to really care to do anything. In March 2018, I wanted to upgrade my GPU. In order to do so i had to download new drivers (according to the manual), so I did. The restarts got progressively worse and started to get random BSOD. For the most, part they were always different. Looking online, I could not find any good solutions except do a clean install. I did not have anyway to back up my files, and i didn't have any important ones on the PC so i didn't. I did a clean install, completely removing Windows.

April 2018:

So I went to reinstall windows using my original Windows USB and Key I purchased from Amazon. When attempting to install, I would get a dark blue screen (same color as the Windows setup screen, not the color as the BSOD) and it would freeze. So I thought maybe using an ISO would work (after spending hours talking with someone from Microsoft this was recommended). Nope. With the created media file, i am able to get to the windows setup screen, where it shows "Getting files ready for installation". At this point, the PC either crashes and reboots and restarting the process, or it just freezes. I replaced my motherboard, RAM, and SSD, but i still get the same results. Since I was already in the process of moving from England to Germany (I am active duty), I had to put this on hold

June 2018:

I picked up where I left off, I tried re-creating the media file from Microsoft. Same issues. Then i thought to retry my original USB. Same issues as before, but this time I noticed i was able to get into Safe Mode. While in safe mode, the windows setup process was able to complete up to installing updates and had to restart. Now, I am stuck and dont know what to do. I removed the Windows USB, and when i rebooted my computer i get the windows logo and it ends up freezing. If a video helps, i can make one.

Components:

ASUS Maximus Hero VIII (replaced same model)

Intel I7-6700K

Samsung SSD 850 EVO

WD 2TB HDD

Corsair Dominator Platinum DDR4-3200 16GB

Corsair AIO cooler
 
With new motherboard, RAM and SSD, I would suspect the PSU is the cause. The GTX 1080 requires 24% more power than the GTX 970, and that may be what worsened the restarts.

Use BlueScreenView to find the Dump file on which the BSOD errors should be recorded even if you don't see a BSOD. Displaying the BSOD depends on a System properties setting. If BlueScreenView doesn't find recorded error codes that correspond to the time and/or day the computer spontaneously rebooted, the cause would have to be the PSU.

So I have tried installing it without my GTX 1080 connected/installed. Currently the only peripherals attached is a mouse, keyboard. I've tried using only 1 stick of ram in different slots. and only using the SSD. same issue. im not sure how i could use BlueScreenView since i can load or install windows. Ive been considering replacing my PSU just to say that isnt the issue, but havent done so yet.
 


When you mentioned Safe Mode, I thought you had managed to "logon to Windows in Safe Mode".. but I guess you meant you "can't load or install Windows"?... and you can only get up to copying the windows files to the SSD for installation, but at the first reboot it loads up to the Windows logon and it freezes?. If that's so, motherboard, RAM and SSD are new and unless the RAM is incompatible with the motherboard, the only other possible cause is a power issue. You need to check all power connections and try a different PSU.
