So I built this PC almost three years ago and never had this issue. My PC boots up, goes to that loading windows logo with the spinning dots, then after 2/3 seconds goes to a black screen. My power is still on but it just stays black. After about 30 seconds the computer resets automatically and goes back to black screen.

When I reboot my PC it goes to the whole "delete windows and reinstall" menu which I follow. After it prepares it, it goes to the "loading drivers" part where it says the PC will restart multiple times but it just restarts and goes back to black screen.

Let me add that I did do a complete reinstall of my windows with a usb and it did work for the first ten minutes but then the black screen just came back.

It works perfectly fine if I go into safe mode.

Solution
what are the specs of the PC? Does motherboard have onboard video? if so, i would try that connection. Have you got more than 2 monitors attached?

try this

boot from installer
on screen after languages, choose repair this pc, not install.
choose troubleshoot
choose advanced
choose start up repair - this will scan PC and maybe fix this - will ask for logon info

in safe mode, look in device manager and see if any unknown devices listed.
