Windows 10 phantom keyboard layouts

From time to time, Windows 10 adds "Phantom keyboards", which are visible on language bar, but not in an options:

So far the only option that is working - add language and then remove it. But it'll only temporary removes it. It can reappear after sleep or other events. This is my 3rd fresh installed windows, so reinstalling won't help as well. Any ideas on how to get rid of it?

Seem to recall Windows 10 doesn't like having only 1 language. when you installed win 10, did you make installer using the right region as that can also make it change each time. I accidentally made mine UK and my keyboard was all wrong format.

If you notice, you have two keyboard layouts for English (UK) but only 1 listed in settings so maybe the US Layout is under the English (UK) heading in settings/date & time/Region & layout
Curious, if you click on the options for your default language, what keyboard shows under it?

1) No, under UK there's only one US international.
2) My windows default language is UK and because of it I keep UK with US layout.
3) I can only choose as default language only on that panel. On default layout options (one that you use in win 7 or older), I can see only this 2 as well. Other layouts doesn't show up. If you want more screenshots, feel free to ask.
