Question Windows 10 pro stutter in all games?

I've recently upgraded new parts (mobo,cpu and rams) and went from windows home to pro and i'm experiencing micro stutter in all games, I first thought that it was either my new mobo or cpu that caused the stutter but I decided to put my old stuff back in and it did the same exact problem.. can windows 10 pro be causing all of my games to stutter ?

New specs : Aorus Master 390z
Corsair Vengeance 32gb ddr4 3200 (16x2)
i9 9900k
msi 1080 ti

old specs: Asus rog maximus vii hero
G skill Sniper 4x4 ddr3 1866
i7 4790k
msi 1080 ti

my psu used to be a corsair 850w hx series and also thought that my psu was getting old so I bought a 1000w corsair hx and it's just doing the same thing.

Fresh os install bought the cd from windows store itself.

What about your ssd or hdd, it can be caused by hdd if it's faulty, I had the same problem with my hdd. I had pentium g4560 and i upgraded to ryzen 5 2600, i was thinking that stutters are because of pentium but I had them on ryzen 5 2600 and I found out that my hdd was faulty.
